Cars turning from SE 33rd Street onto 96th Ave SE routinely cross onto the side-strip, to avoid possible oncoming cars they cannot see, about to turn the same corner in the other direction.  However if a pedestrian is on that side-strip, a driver cannot see them until they are just a few feet away, too late to brake safely. It's not clear how much of the visibility -blocking hedge (above the white fire hydrant in the photo) is on private property.  Maybe all of it is.
