Issue #18228279 — Intersection Traffic Control

So if someone drives up to the intersection when the right lane through signal is green, they now have a red left arrow and must wait for a whole cycle to get through the intersection despite there being no oncoming traffic. Please adjust this to turn into a flashing yellow for the duration of the north/south traffic through cycle.
