Issue #15653945 — Water Leak

I've noticed this on several occasions previously and had assumed it was potentially related to evening watering of plants at the nearby Light Rail station. However, the water is still problematic - there is significant runoff at night down both the HOV entrance and exit ramps,  and the temperatures are near freezing.   This seems like a significant waste of water resources given the significant amount of money Mercer Island households are charged for water.
